Troutdale Airport Environmental Assessment

We’re conducting an environmental assessment of Troutdale Airport and hope you will get involved.

The environmental assessment stems from the recent update of the airport master plan, which explored the future role of the airport.

Before the master plan process began, we recognized the airport as a valuable community asset on a financially unsustainable path. At the same time, we identified a local civic need for increased economic opportunities. The master plan process evaluated appropriate airport resources required to serve forecasted aviation needs, as well as how the airport could sustainably serve local aviation needs well into the future.

Study goals for the master plan included:

  • Identifying opportunities and challenges to improvement and development at the airport;
  • Developing a vision for the airport and adjacent industrial lands which the community can embrace; 
  • Developing a general facility and sustainability planning efforts to support decision-making at the airport, and
  • Compliance with Federal Aviation Administration guidance for safety, operational efficiency and airport design standards. 


The master plan recommended two projects reflected in this environmental assessment:

  1. Reconstruct Runway 7-25
    The airport runway would be reconstructed to 4,500 feet in length. The runway would be reconfigured to enable the runway protection zone to meet current FAA design standards. This would avoid the need to relocate Northeast Graham Road, per FAA regulations. The runway would also be narrowed from 150 feet to 75 feet in order to comply with FAA runway design standards.  
     
  2. Develop the south side of the airport to consolidate aviation uses
    This project would prepare the site by installing supporting infrastructure (water, electric, etc.). Consolidation would support aircraft parking and storage, fueling and aviation-related businesses. Aviation facilities on the north side of the airport would be relocated to the south location. 
     


In coordination with the FAA, we will prepare an environmental assessment, required by the National Environmental Policy Act (NEPA), which analyzes whether these projects will have significant impacts on the natural environment or nearby community. 

Get involved
We will join the FAA in providing opportunities for community members to learn about the proposed changes. Community members will have an opportunity to review and provide comments on the draft environmental assessment.
