Program Overview

The Port's Small Business Enterprise (SBE) program is designed to maximize the inclusion of certified small businesses is all Port contracting opportunities. The program applies to businesses who are certified either by the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID) or the State of Washington's office of  Minority and Women's Business Enterprises (OMWBE); and includes any certification type these state agencies offer (below is  a list of certification types offered by each agency); all certifications offered by these agencies are included in the SBE program.

• Disadvantaged Business Enterprise (DBE)
• Airport Concession Disadvantage Business Enterprise (ACDBE)
• Minority Business Enterprise (MBE)
• Women Business Enterprise (WBE)
• Service-Disabled Veteran Business Enterprise (SDVBE)
• Emerging Small Business (ESB)

The Port seeks small business inclusion in all Port spending. Typical scopes of work are: Construction, Architecture, Engineering, Consulting, and Suppliers.  If you are a small business and want to learn more about our program and see if your business is a good fit for Port opportunities, feel free to reach out the small business team at smallbiz@portofportland.com  

How to get signed up?

If you are already small business certified by Oregon or Washington, then great job! You're already in our program! Your next step is to register as a vendor with us on Planetbids so you can receive bid or proposal notices or see who is bidding/proposing our larger projects and find those subcontracting opportunities. 

Para participar, las empresas deben tener una certificación de la Oficina de Certificación para la Inclusión y Diversidad Empresarial (COBID, por sus siglas en inglés) del Estado de Oregon o de la Oficina de Empresas Propiedad de Minorías y Mujeres (OMWBE, por sus siglas en inglés) del Estado de Washington.
