Regulatory changes

Recent regulatory changes by the U.S. Department of Transportation affecting DBE and ACDBE have impacted the Oregon Unified Certification Program, as well as the Port's ACDBE/DBE programs. Under the new regulation, certifying entities must re-evaluate all existing DBEs to determine qualification. The Port of Portland has an established Airport Concessions Disadvantaged Business Enterprise (ACDBE) program in accordance with federal regulations at 49 CFR Part 23. The program promotes the participation of Airport Concessions Disadvantaged Business Enterprises (ACDBEs) in concession opportunities at PDX. The program focuses on businesses that provide either airport shops, restaurants and services, or goods and services to airport concessions and rental car agencies operating at Portland International Airport (PDX).

ACDBE program eligibility

Eligibility is determined in accordance with 49 CFR Part 23, Subpart C.

ACDBE certification

The Port of Portland is signatory to the Oregon Unified Certification Program (Oregon UCP). The State of Oregon’s Certification Office for Business Inclusion and Diversity (COBID) makes certification decisions on behalf of the Oregon UCP. ACDBE program goal -- federal fiscal years 2024-2026

The Port’s ACDBE participation triennial overall goal for federal fiscal years (FFY) 2024 through 2026 is 12.77% for Non-Car Rental and 1.78% for Car Rental contracts/lease agreements. The public comment period for this goal has closed. ACDBE participation goals will be resumed after the Oregon UCP has completed the re-evaluation process required by USDOT regulations.

The Port’s ACDBE participation goals for the next triennial period (FFY 2027 through 2029) will be established in accordance with 49 CFR Part 23, Subpart D and applicable agency guidance.
