Disadvantaged business enterprise (DBE) program

Our Disadvantaged Business Enterprise Program increases contracting opportunities for businesses certified as socially or economically disadvantaged, according to U.S. Department of Transportation regulations 49 CFR Part 26. 

Nuestro Programa de Empresas en Desventaja (DBE, por sus siglas en inglés) incrementa las oportunidades de contratos para las empresas certificadas como en desventaja social o económica, según las regulaciones 49 CFR Parte 26 del Departamento de Transporte de EE. UU. (USDOT, por sus siglas en inglés).

The Port receives federal financial assistance from the USDOT through the Federal Aviation Administration (FAA) primarily for airport improvement projects. As a condition of that financial assistance, the Port must ensure that DBE-certified businesses have an equal opportunity to compete for and perform work on federally funded Port contracts.

Port recibe ayuda económica del USDOT a través de la Administración Federal de Aviación (FAA, por sus siglas en inglés), principalmente para proyectos de mejora del aeropuerto. Como condición para recibir dicha ayuda económica, Port debe garantizar que las empresas certificadas como DBE tengan igualdad de oportunidades para competir y realizar trabajos en contratos de Port financiados federalmente.

The federal grant assurance requires the Port to establish DBE plans for its three airports and set annual DBE participation goals for airport projects and concessions; and submit annual reports to the FAA detailing actual DBE participation.

La garantía de la subvención federal requiere que Port establezca planes de DBE para sus tres aeropuertos y establezca objetivos anuales de participación de DBE para los proyectos y las concesiones del aeropuerto, además de entregar informes anuales a la FAA que detallen la participación actual de DBE.

To qualify as a Disadvantaged Business Enterprise a business must be at least 51 percent owned by a minority or woman who are both socially and economically disadvantaged. The 51 percent owner(s), must have managerial and operational control over all aspects of the business and a personal network cap of $1.32 million. Recognized minorities include Black, Hispanic, Native American, Asian American, Subcontinent Asian American and others as defined by the U.S. Small Business Administration.

PDX Proposed Goal FFY 2023-2025

 

In accordance with requirements of the U.S. Department of Transportation as set forth in 49 CFR Part 26, the Port of Portland hereby announces its proposed Disadvantaged Business Enterprise (DBE) participation triennial overall goal for Portland International Airport (PDX) of 10.1% for FAA-funded contracts/agreements. 6% will be achieved through race-conscious methods and 4.1% will be achieved through race-neutral methods. The proposed goal pertains to federal fiscal years 2023 through 2025 (10/1/2022 - 9/30/2025).

The proposed goal and methodology are available for review on the Ports website www.portofportland.com/business/dbe. If you would like to have a physical copy mailed to you, or a digital copy emailed to you, or a virtual meeting, or in-person meeting, or phone call to provide comments on the proposed DBE goal, please contact Kimberly Sutton at the email or phone number below. The proposed goal and its attendant methodology will be available for inspection for 30 days from the date of this publication. comments on the DBE goal will be accepted for 30 days from the date of this publication and can be sent to the following contacts below, or the DBE Proposed Goal Comment Form can be completed and submitted online.
