The Port of Portland encourages you to operate your UAS in a safe and lawful manner. The information provided here is intended to provide general guidelines based on current Federal Aviation Regulations. Operators should be familiar with and comply with all applicable federal, state, and local regulations. We recommend checking with the appropriate authorities to ensure compliance.

The Port of Portland prohibits recreational UAS operations on Port aviation, marine, industrial, and environmental properties. Requests for commercial and public UAS operations on Port properties requires a permit obtained through the Port of Portland. All applications are subject to Port approval. A minimum of 5 business days is required to process applications.

The Federal Aviation Administration (FAA) classifies UAS operations as “recreational” and “commercial”, each with its own set of requirements and rules.  Recreational operations are classified by the FAA as those conducted for recreational or hobby purposes only. There can be no commercial, business, or financial benefit associated with the operation. Commercial operations are those that do result in a commercial, business, or financial benefit.

Operations in Controlled Airspace requires FAA authorization
Whether operating for recreational or commercial purposes, UAS operations within controlled airspace requires FAA Authorization.  For all three airports operated by the Port of Portland, controlled airspace extends out approximately 5 miles from the airport.

• Neither the Port of Portland nor the air traffic control facilities at these airports can authorize UAS operations (however, a Port permit is also required for operations on Port properties. FAA authorization can be obtained one of two ways:
  • Through the Low Altitude Authorization and Notification Capability (LAANC) system available through applications on both Apple and Android platforms.  Information about the LAANC program can be found here: https://www.faa.gov/uas/programs_partnerships/data_exchange/
• Alternatively, operators may apply for FAA authorization through the FAA Drone Zone which can be found here: https://faadronezone.faa.gov/
